The Council Manager, also referred to as the Head of Administration, is the chief administrative officer responsible for coordinating the day-to-day operations of the LCDA. The office ensures that all administrative activities align with the policies and directives of the elected leadership, while supporting efficient service delivery across all departments.

Responsibilities

Oversees the daily administrative and operational functions of the LCDA
Implements policies, resolutions, and directives issued by the Executive Chairman and the Legislative Council
Provides professional advice on administrative and policy matters to assist decision-making
Prepares and manages annual budgets, financial plans, and resource allocations
Supervises council staff, ensuring productivity, discipline, and effective workflow
Coordinates inter-departmental activities and facilitates collaboration with government agencies and external partners
Attends council meetings, provides reports, and offers policy and procedural recommendations
Ensures proper documentation, record-keeping, and compliance with administrative regulations

The Council Manager is central to maintaining administrative stability and operational efficiency within the LCDA.
